What changed in the public record

On 25 August 2026, the Europe PMC author query for Emanuel Shirbint returned 14 records and included PPR1299882, the already-known Version 2 record for Bounded Recursive Self-Improvement Under Human Governance. The prior 21 August reconciliation returned 13 Europe PMC records. This is an indexing-propagation event for an existing preprint, not a new work or a new version.

A Crossref differential query from 21 August returned no newly indexed exact-family records. The canonical catalogue therefore remains at 13 deduplicated works, with Version 1 and Version 2 of the bounded-self-improvement preprint retained as one evolving work.

One record, three separate questions

QuestionPrimary evidenceSupported claimUnsupported leap
Is it indexed?Europe PMC exposes PPR1299882 with the Version 2 DOI, title, and author. The record is discoverable in that registry at the checked date.Indexing does not create a new publication and does not imply peer review.
What is its publication status? The publisher record marks Version 2 as the latest version and explicitly says it is not peer-reviewed.Version 2 is a public, non-peer-reviewed empirical preprint reporting a bounded local scaffolding-level experiment. The record does not become a journal article, production validation, or evidence of unbounded autonomous improvement.
Can a citation count be reported?A count would need a named database, retrieval date, record-set definition, version-deduplication rule, and reconciliation method. No citation count is promoted because those conditions are not yet represented in the canonical claim ledger.A platform number must not be presented as a stable, cross-database measure of impact.

The identity consistency test

  1. Name: Emanuel Shirbint matches the canonical English identity; the profile retains the Hebrew and Russian name variants separately.
  2. Work: the title and DOI 10.20944/preprints202608.0975.v2 align across the publisher, Crossref DOI record, and Europe PMC index record.
  3. Version: Version 2 is current; Version 1 remains provenance, not a second canonical work.
  4. Status: empirical preprint, bounded local scaffolding-level experiment, not peer-reviewed.

Why the distinction matters

Discoverability, validation, and impact are different evidence dimensions. A registry can improve discovery without changing the underlying review status. A versioned DOI can preserve lineage without increasing the unique-work count. A citation number can vary across databases without supplying a reconciled public claim. Keeping these dimensions separate prevents ordinary metadata propagation from being overstated as scientific validation.

Claim boundaries across the public profile

This guide changes no research classification. Peer-reviewed journal articles, conference work, preprints, conceptual research, the locally evidenced EWCC production system, employment history, and advisory work remain separate claim classes. No employment, advisory, production-deployment, clinical-use, regulatory, or citation-count claim is inferred from registry inclusion.

Primary records

Evidence checked 25 August 2026 (Asia/Jerusalem). Europe PMC returned 14 author-query records; Crossref returned no newly indexed exact-family records since the prior 21 August check; PubMed remained at four author records. Citation counts remain excluded from the public claim ledger.
